#Lockerbie Bomber Maintained Innocence in Private Correspondence With Libyan Officials

The Wall Street Journal is reporting the Libyan convicted of bombing Pan Am Flight 103 over Scotland in 1988 has maintained his innocence, even in private correspondence with Libya officials. The newspaper has obtained a letter written by Abdel Baset al-Megrahi to Libya’s intelligence chief. In the letter Megrahi wrote, "I am an innocent man." The Journal obtained the letter after gaining access to the former intelligence chief’s office. Megrahi served eight-and-half years in prison in Britain, but was released in August 2009 because of his failing health. He is now in a coma in Libya. The letter is likely to spark new questions about Megrahi’s involvement in the bombing that killed 243 passengers and 16 crew members. On Monday, Scottish First Minister Alex Salmond says Scottland does not plan to seek his extradition.
Alex Salmond, Scottish First Minister: “He’s under Scottish jurisdiction. We have not, and never have, had any intention of calling for his extradition. And it’s been made clear by the Libyan Transitional Council who are the new duly constituted legal authority in Libya that, even if there had been, they would have no intention of agreeing to it.”

MUAMMAR GADDAFI’S daughter Aisha has given birth to a baby girl just one day after fleeing to Algeria, according to Algeria’s Health Ministry.

Gaddafi’s wife Safia and sons Hannibal and Mohammed crossed the border into Algeria alongside Aisha yesterday. The pregnancy was cited by Algerian news organisations as one of the reasons Algeria accepted the family.

Aisha Gaddafi, a lawyer, was part of the defence team representing ousted Iraqi leader Saddam Hussein during the trial which followed his capture by US forces. Hussein was hanged after being convicted of crimes against humanity and sentenced to execution.

The Iraqi trial and sentencing were criticised by Human Rights Watch and Amnesty International as ‘flawed’ and ‘inhumane’.

Gaddafi was also appointed the United Nations Development Programme Goodwill Ambassador for Libya in 2009, but her position was later terminated by the organisation.

Libya’s National Transitional Council has called for the family’s expulsion back to Libya to face trial. Yesterday, the NTC’s spokesperson Ahmen Bani said he was not surprised to hear that Algeria had welcomed the Gaddafi family.
An Algerian newspaper reported today that the country was partially closing its border with Libya.

Rebels, who have ordered a ceasefire during the Eid festival marking the end of Ramadan, have issued a deadline for the surrender of forces loyal to Gaddafi. Gaddafi and some of his other sons have not been located by rebel forces.

The US administrations of Presidents George W. Bush and Barack Obama were set on developing deep “military to military” ties with the Libyan regime of Muammar Gaddafi, classified US diplomatic cables released by Wikileaks on 24 August reveal.

The United States was keen to integrate Libya as much as possible into “AFRICOM,” the American military command for Africa which seeks to establish bases and station military forces permanently on the continent.

“We never would have guessed ten years ago that we would be sitting in Tripoli, being welcomed by a son of Muammar al-Qadhafi,” Senator Joseph Lieberman (Ind.-CT) said during an August 2009 meeting, which also included Senators John McCain and Susan Collins.

The records confirm that McCain, the Republican presidential candidate in 2008, strongly supported US arms sales to Libya and personally pledged to Muammar Gaddafi (also spelled “al-Qadhafi”) and his son Muatassim that he would push to get such transfers approved by Congress. McCain also revealed that the United States was training officers in Gaddafi’s army.

While the Americans pursued the relationship vigorously, they met with a cautious and sometimes “mercurial” response from the Libyans. In particular, the mistrustful Libyans wanted security guarantees that the Americans appeared reluctant to give.

“We can get [equipment] from Russia or China,” Muatassim told the visiting senators, “but we want to get it from you as a symbol of faith from the United States.”

In hindsight, given the US support for the NATO war against the Gaddafi regime, it is not difficult to understand why the Libyans wanted these guarantees.

Nevertheless, Gaddafi received high praise for his “counterterrorism” credentials from US officials.

The documents also reveal that the United States was keen to court Gaddafi’s sons, flying them to the United States for high level visits.

And, notably, none of the cables regarding high level meetings quoted in this post made any mention of American concerns about “human rights” in Libya. The issue never appeared on the bilateral agenda.

Does the removal of the Gaddafi regime now clear the way for the United States to pursue the plans for integrating Libya into AFRICOM under what the Americans must hope will be a pliable regime?

“Increased defense cooperation”

In January 2008, US Assistant Secretary of State David Welch met with Libyan Foreign Minister Abdulrahman Shalgam. The classified memo recording the meeting notes:
Welch underscored the importance of increased defense cooperation as a signal of normalcy in the bilateral military relationship, particularly when considering Libya’s relatively recent rescission from the state sponsors of terrorism in June 2006. A/S Welch added that the Libyan government should invite AFRICOM Commander General Ward to Libya to discuss AFRICOM in greater detail.
The Libyans responded positively but somewhat warily:
Shalgam voiced the Libyan government’s interest in discussing AFRICOM and welcomed General Ward’s visit. However, he cautioned, the old guard within the MOD [Ministry of Defense] does not favor closer ties with the USG [US government] (reftel). In particular, General Abubaker Younes, the second in command, is firmly against cooperation and will refuse to meet any American official as he views U.S. coalition forces in Iraq as an occupation force. Nonetheless, Shalgam explained that it is important for Ward to visit and dispel misinformation and mistrust of AFRICOM among the Libyan leadership. He reasserted Libya’s continued, strong objection to U.S. military forces in Africa.
Shalgam also raised the issue of six C-130 military transport planes that Libya had purchased from the United States in the early 1970s, but which were never delivered due to US sanctions that were imposed later on.

Courting Gaddafi and his sons

After President Barack Obama took office in January 2009, it appears General William Ward, the commander of AFRICOM did get his invitation to visit Libya the following March. Before his visit, Ward received a classified briefing document from the US Embassy in Tripoli setting out US priorities and goals in Libya as well as providing insights into the regime.

The American document notes that after Libya settled various claims to do with terrorism cases including the Pan Am 103 Lockerbie bombing, it:
allowed us to move forward on the Mil-Mil MOU [Military to Military Memorandum of Understanding], which was signed in Washington in January. It also increased the number of high-level visits between the two countries including Saif al-Islam al-Qadhafi’s two-week trip to the US in November and his brother Muatassim al-Qadhafi’s trip to Washington planned for April.
The memo again notes the mistrust on the Libyan side:
Despite the high-level interest in deepening the relationship, several old-guard regime figures remain skeptical about the re-engagement project and some facets of our interaction remain at the mercy of the often mercurial inner circle.
This was a reference to Libyan leader Muammar Gaddafi, whom the Americans note, often appeared cooler than his sons.

Seducing Libya on AFRICOM

Ward’s brief, according to the classified cable, was to help overcome Libyan suspicion of US military expansion into Africa. The document advises the general:
Since the former Secretary of State’s visit to Tripoli in September, regime officials have slowly come to terms with AFRICOM as we have explained more of your mission. A clear explanation of AFRICOM’s mandate and expected activities on the continent, as well as a two-way discussion on areas of military-to-military cooperation will be welcomed by your interlocutors.

Reiterating AFRICOM’s support and humanitarian roles while allaying their fears about American troops or bases on the continent is another message they will be keen to receive. While Libya is a strong partner on counterterrorism, the Libyans remain wary of initiatives that put foreign military or intelligence assets too close to their borders. They are unlikely to join the Trans-Sahara Counter Terrorism Partnership, due as much to unwillingness to appear subservient to US interests as genuine distrust of U.S. intentions from certain old-guard regime elements. Negotiations on the Mil-Mil MOU [Military to Military Memorandum of Understanding] stalled on Libyan insistence that the language include security assurances on par with our NATO obligations. AFRICOM’s capacity-building component and support for peacekeeping forces may appease some, but we expect your military interlocutors will use your visit as an opportunity to tie their cooperation to security assurances.

Gaddafi is a “Top partner”

The Ward memo states:
Libya is a top partner in combating transnational terrorism. The regime is genuinely concerned about the rise of Islamic terrorism in the Sahel and Sahara and worries that instability and weak governments to their south could lead to a “belt of terrorism” stretching from Mauritania to SOMALIA. Al-Qadhafi prides himself on his recent initiatives with Tuareg tribes to persuade them to lay down arms and spurn cooperation with al-Qaeda elements in the border region; this is an issue worth exploring with him, while being mindful that he will oppose U.S. military activity in what he views as his backyard.

US arms sales to Libya

Throughout bilateral discussions, the Ward briefing memo notes, “Libyan officials have been keen to purchase US military equipment - both lethal and non-lethal.” It adds:
Libyan officials presented “wish lists” in the context of signing the Mil-Mil MOU. Muatassim [Gaddafi] accompanied his father on a high-profile trip to Moscow in October to discuss potential deals, but his father’s trips to Belarus and Ukraine were seen as an attempt to bring the price-point down for weapons deals. Their wish-lists comprise both lethal and non-lethal materiel and we have told the GOL that sales will be reviewed on a case-by-case basis, particularly since not all senior USG leaders who would have a say on the subject have been appointed by the new administration.
The Americans were clearly open to selling weapons to Gaddafi, but were noncommital, as Ward was advised:
In effect, the Libyans have made military sales a key litmus of US trust and future intentions. In response, you might say that the U.S. looks forward to developing the bilateral security relationship and this process will take time; the C130s are a commercial matter best pursued with Lockheed-Martin.
The memo to General Ward concludes:
We are confident that your visit to Tripoli will open new doors for continued cooperation. Military cooperation is a key metric to determine the extent to which the Libyan government wishes to engage with the US. We hope your visit will assuage the fears of the more conservative elements of the regime while paving the way for AFRICOM’s continued success.

Senator McCain pushes for weapons sales

During his August 2009 visit to Tripoli, according to the classified record of the meeting, Senator John McCain was frank about his support for Libya’s weapons requests in a meeting with Muammar and Muatassim Gaddafi:
Senator MCCAIN assured Muatassim that the United States wanted to provide Libya with the equipment it needs for its security. He stated that he understood LIBYA’s requests regarding the rehabilitation of its eight C-130s (ref D) and pledged to see what he could do to move things forward in Congress. He encouraged Muatassim to keep in mind the long-term perspective of bilateral security engagement and to remember that small obstacles will emerge from time to time that can be overcome. He described the bilateral military relationship as strong and pointed to Libyan officer training at U.S. Command, Staff, and War colleges as some of the best programs for Libyan military participation.

A blueprint for post-Gaddafi Libya?

Nothing in the leaked documents reviewed here suggests that the NATO-backed removal of the Gaddafi regime was premeditated. On the contrary, the documents show that the United States was more enthusiastic about working with Gaddafi than perhaps Gaddafi was with the Americans – though clearly both stood to gain.

The Americans sought to expand their military presence in Africa and Gaddafi wanted to secure his regime against external threats.

At no point were human rights concerns ever an obstacle to American engagement for either the George W. Bush or Obama administrations.
The documents support the view that the decision to go to war against Gaddafi – in the name of “protecting civilians” was more opportunistic – riding on the back of the “Arab Spring.”

It is likely that after the toppling of the Tunisian and Egyptian presidents by popular uprisings in January and February respectively, top American and NATO decisionmakers believed that once protests started against it, the Gaddafi regime would be too unstable and unreliable to deal with.

Yet, the regime also fought back against the uprising in Libya with a ferocity that exceeded even the violence of the Tunisian and Egyptian regimes. It appears likely that American and allied leaders calculated that with a little push from their bombs, the balance could quickly be tipped in favor of the rebellion.

This mindset is clear from the claim in February – a month before the NATO intervention began – by UK Foreign Secretary William Hague, that Gaddafi had already fled to Venezuela.

It was also clear from statements by US military and political leaders, once the bombing began, that the US military role would only last for days.

As it turned out, the war has so far lasted five months, and is not over. The full-extent of atrocities by NATO-backed rebels and Gaddafi loyalists are only now starting to come to light.

But just as the Americans were happy to work with Gaddafi, they will be as keen to work with his successors, who now owe their positions to foreign intervention.

The Americans must hope that the National Transitional Council (NTC) which the US has recognized as the new government will be less mercurial and even more open to “military to military,” and other kinds of ties.

The death of British policewoman, Yvonne Fletcher, during the Libyan Embassy siege in London in April 1984 is most instructive to help understand the kind of reactions and messy outcomes that may follow.

Fletcher was killed in St James Square, when apparently bullets were fired on protesters from inside the embassy.

The situation remains confusing to this day; the murderer or shooter could never be identified.

In 1997, a Channel 4 Dispatches documentary, ‘Murder in St James’s’ in which ballistic expert Colonel George Styles, home office pathologist Hugh Thomas and Professor Bernard Knight testified that technically Fletcher could not have been a victim of bullets from inside the embassy.

 In 1999, while Libya was desperate to mend fences with the West, it accepted a general responsibility and paid compensation though the mystery of Fletcher’s death could not be conclusively resolved. But guess what happened in 1984?

In 1984, tempers were so high that a furious London Metropolitan Police continued an armed siege of the Libyan Embassy for 11 days. Colonel Gaddafi shouted obscenities on the violation of diplomatic immunity and ordered a counter-siege of the British Embassy in Tripoli. Finally, relations broke down and diplomats were ordered to leave under police escort. Some argue that Fletcher’s murder and the tensions that followed later became the major factor in Prime Minister Margaret Thatcher’s decision to allow US President Ronald Reagan to launch the USAF bombing raid on Libya in 1986 from American bases in Britain...

@charliechutney That's interesting. See i'm not a conspiracy theorist in a traditional sense, but I don't believe that Fletcher was killed by Libyans. It has been conclusively proven by Lt-Col George Styles and other ballistics experts, that she could not, under any circumstances, have been shot from the embassy, as was the official story. If they fuck up important details in the official investigation, it undermines the whole thing.

Libyan rebels said one of Muammar Gaddafi's sons, Khamis, whose death has been announced several times since the conflict erupted, may have been killed a day ago in a clash with rebels.

On Saturday, a brigade of rebel fighters in the city of Tarhuna, 80 kilometres southeast of the capital Tripoli "intercepted a military convoy which had several brand new Mercedes vehicles", rebel military spokesman Ahmed Omar Bani told reporters in Benghazi.

"As our fighters were trying to block the passing of the convoy, they were violently attacked and shot at," he said.

"The brigade in Tarhuna responded and hit two vehicles in the convoy, killing their occupants. We faced strong resistance (from the pro-Gaddafi convoy) to protect these two cars which is why they were totally destroyed and burned with their occupants caught in the crossfire," Bani said.

He said "it is very difficult to identify the charred bodies, but the soldiers captured on the spot told us that they were bodyguards of Khamis Gaddafi."

#Lockerbie bomber near death.....

Tripoli, Libya (CNN) -- Lockerbie bomber Abdel Basset al-Megrahi is comatose, near death and likely to take secrets of the attack on Pan Am Flight 103 to his grave.

CNN found al-Megrahi under the care of his family in his palatial Tripoli villa Sunday, surviving on oxygen and an intravenous drip. The cancer-stricken former Libyan intelligence officer may be the last man alive who knows precisely who in the Libya government authorized the bombing, which killed 270 people.

"We just give him oxygen. Nobody gives us any advice," his son, Khaled al-Megrahi, told CNN.

CNN's Nic Robertson: 'Not what I was prepared for'

Al-Megrahi was freed from a prison in Scotland in 2009 after serving eight years of a life sentence for blowing up the Pan Am jet, killing all 259 on board and 11 in the town of Lockerbie below. Doctors who had been treating him for prostate cancer gave him just three months to live, and he was released on compassionate grounds.

He received a hero's welcome in Tripoli, enraging many in the United States and Britain. And with the recent overthrow of longtime Libyan strongman Moammar Gadhafi, politicians on both sides of the Atlantic have called for al-Megrahi to be sent back to prison.

Al-Megrahi has been subject of bitter dispute

But the National Transitional Council, the rebel movement that toppled Gadhafi, announced Sunday that it won't allow the dying al-Megrahi to be extradited.

"We will not give any Libyan citizen to the West," NTC Justice Minister Mohammed al-Alagi said.

Al-Megrahi lived far longer than expected. He made a public appearance with now-fugitive Libyan strongman Moammar Gadhafi in July, confined to a wheelchair. He always maintained his innocence.

With the fall of Tripoli to the rebels, his care has been left up to his son and his mother.

The justice minister of the Libyan rebels' National Transitional Council (NTC) said on Friday a post-Gaddafi government would "not give any Libyan citizen to the west", in an apparent blow to British hopes of putting on trial the suspected killer of Yvonne Fletcher, the police officer shot dead 27 years ago outside the Libyan embassy.

Mohammed al-Alagi also ruled out the return to the UK of Abdelbaset al-Megrahi, the man convicted of the Lockerbie bombing but released in 2009 on compassionate grounds.

"Al-Megrahi has already been judged once and he will not be judged again," he told journalists in Tripoli. "We do not hand over Libyan citizens, [Muammar] Gaddafi does."

Alagi added: "We will not give any Libyan citizen to the west," a comment that appeared to rule out the extradition of the man suspected of shooting Fletcher in 1984.

Earlier on Sunday, the foreign secretary, William Hague, played down suggestions that the NTC would not work with British officials in their the hunt for her killer. He said: "When chairman [Mustafa Abdel] Jalil … was with us in London in May he committed himself and the council to co-operating fully with the British government on this issue."

Hague was responding to a report in the Sunday Times that quoted two NTC officials saying nobody would be sent to the UK to face trial for Fletcher's killing.

"Libya has never extradited or handed over its citizens to a foreign country. We shall continue with this principle," said Hassan al-Sagheer, a member of the NTC.

Another NTC member, Fawzi al-Ali, was quoted as saying: "According to our laws, no one can be handed over unless there are special agreements to do so."

A spokeswoman for the Foreign Office said that, at present, Libyan law prohibits the extradition of its own citizens. It does, however, allow for its nationals to be tried in Libya for crimes committed overseas.

Guma el-Gamaty, the NTC's UK co-ordinator, took part in the anti-Gaddafi protest that Fletcher was policing when she was shot.

He distanced himself from the views expressed by Sagheer and others, insisting on Sunday that it was too early to draw any conclusions. "Nobody can rule out anything at the moment; the possibility [of a British trial] is there," he said. "But first of all investigations need to be concluded. Somebody has to be identified as the killer … Obviously everyone wants justice; it's just a matter of when and how and whether the actual killer has been identified."
Gamaty added that, as with the Fletcher case, the issue of an eventual return to Scottish jail for Megrahi was "a decision for a future Libyan government". The whereabouts of Megrahi, who was given a hero's welcome when he returned to Libya two years ago, are unknown.

No one has ever been charged for killing Fletcher, who was 25 when officials inside the Libyan embassy opened fire on the anti-Gaddafi protesters outside.
Embassy staff were subsequently allowed to leave Britain, but diplomatic ties with Libya were severed.

Those seeking justice for Fletcher, however, were given a boost on Friday when it emerged that the Crown Prosecution Service had heard a witness account that identified a junior diplomat, Abdulmagid Salah Ameri, as the possible gunman.

On Saturday, the international development secretary, Andrew Mitchell, said the emergence of a new suspect would be raised with the NTC. The government would, he said, be pursuing the case "in every way we can".

WPC Yvonne Fletcher : Dynamite documents



New evidence on the death of WPC Yvonne Fletcher suggests that her killer was an MI6 or CIA assassin.
On 17th April 1984, a hail of gunfire echoed around the prestigious and normally serene St James’s Square in London. The 11-round burst, from a Sterling automatic assault weapon, felled a number of Libyan demonstrators protesting against their leader, Mu’ammar Gaddafi, outside the Libyan embassy. Killed outright was Woman Police Constable (WPC) Yvonne Fletcher.

Police investigators found weapons and shell-casings on the first floor of the embassy - the Libyan Peoples Bureau. And later, intelligence sources revealed they had intercepted a message from Gaddafi 24 hours prior to the shooting, authorizing officials inside the Bureau to open fire on the demonstrators. Public outrage ensured the expulsion of Libyan diplomats from Britain.

Eighteen months later, on 5th April 1985, the ‘La Belle’ discotheque in West Berlin was raised by a terrorist bomb. One US serviceman and a young Turkish woman were killed outright, and 230 people injured. President Ronald Reagan claimed to have irrefutable proof that Libya had plotted the atrocity, and immediately authorised the bombing of Libya. Supporting Reagan was the British Prime Minister Margaret Thatcher.

Reflecting the continued public hostility against the Libyans, Thatcher ordered the launch of F-111 bombers from a US Air Force base in East Anglia. Asleep in a Bedouin tent inside Tripoli’s Golden Gate barracks as the bombers struck, Gaddafi escaped injury. His two sons, however, were badly injured, nd his 15-month-old adopted daughter was killed.

Dynamite Documents.

In 1992, British author and researcher Joe Vialls was rummaging around in his old files looking for material for a book he was writing. Although he was living in Australia at the time, Vialls had been resident in Britain when Fletcher was murdered, working for the Hughes Tool Company - an organization that often fronted for CIA personnel. During his research, Vialls came across documents he thought were ‘dynamite’. They revealed the existence of what he believed to be an ‘ultra low-key’ Hughes Tool Company office at 8 James’s Square, adjacent to the Libyan Peoples Bureau.

A true conspiracy theorist, Vialls began to wonder if there was a link between the secret, possibly CIA-operated, office and the death of Fletcher. Scrutinizing a BBC film taken in St James’s Square at the time of the murder, Vialls theorized that the fatal shot had come from the Hughes building. He was certain he possessed damning evidence of a British-US intelligence conspiracy to kill WPC Fletcher, but, in every respect except one, Vialls’ was wrong. However, his belief the British and US intelligence were behind Fletcher’s murder is now borne out by new evidence.

Reopening The Case.

Vialls has sent a letter to Channel Four Television in London, who considered the information convincing enough to require detailed investigation. Executives at Channel Four contacted Fulcrum Productions, a highly regarded documentary film company, who set about a comprehensive investigation. The alarming results of their meticulous research were broadcast in the Channel Four Television programme Dispatches in April 1996.

Fulcrum first attempted to compare Fletcher’s original autopsy with the official inquest report, and contacted coroner Paul Knapman, who presided over the inquest. Knapman refused the film makers access to the autopsy findings, despite the request being routed through Yvonne Fletcher’s mother. Receiving advice from Professor Bernard Knight, a leading British Consultant Pathologist, Fulcrum resubmitted their request - noting that it conformed to the Coroner’s Act - and the report was duly released.

Autopsy Confirmation.

Immediately, a number of inconsistencies were evident. Foremost was the original findings of the pathologist, Dr Ian West, who wrote in his autopsy report:

‘The angle of the bullet wound track indicates that [WPC Fletcher] was shot in the back by a person situated at a considerably higher level... the track would indicate that she had been shot from the upper floors of an adjacent building [to the Libyan People’s Bureau].’

Dr west noted that the bullet’s entry track was at an angle of 60-70 degrees. During later evidence given at the inquest, West changed his mind. Now he agreed with police investigators that the bullet had come from the first floor of the Libyan People’s Bureau - signifying an entry would of only 15 degrees. This unusual revision was to prove vital.

Fulcrum then had a number of experts examine the evidence in the two reports, including Hugh Thomas, a former chief consultant to the British Army in Northern Ireland - and an acknowledged expert on gunshot wounds. Thomas stated that Dr West’s testimony at the inquest was ‘rubbish’, concluding that the updated scenario west painted for the coroner was ‘impossible’. Backtracking over the post-mortem report, Thomas was convinced that the bullet that struck WPC Fletcher must have come from the upper floors of an adjacent building. Totalling five floors, the Libyan building did not have a high enough elevation for the fatal shot.

Tumbling Bullet.

The Dispatches team next learned that British and US Intelligence were running a major surveillance post on the upper floors of 3 St James’s Square, two doors away from the Libyan People’s Bureau. Tom Peile, a former security officer at number 3, revealed that as many as 40 intelligence officers were active at the surveillance post in the weeks prior to the shooting.

Surveillance techniques included reading telephone and telex traffic, the use of sophisticated microphones to pick up conversations and, were possible, physically planting ‘bugs’ inside the Bureau itself. In addition, MI6, MI5, CIA and the special Branch had human ‘sources’ within the Bureau who were providing regular updates. Significantly, MI5 knew the Libyans had a cache of guns sealed in a cabinet on the first floor of the Bureau. They were all 9mm calibre weapons - the same calibre bullet that killed Fletcher.

Shoot To Kill Policy.

In a House of Commons debate in the summer of 1996, the British Government dismissed the new facts disclosed about the Fletcher shooting. Why?

Four years after Fletcher’s death, another atrocity was to occur which again involved Libya, Britain and the US - the bombing of Pan Am flight 103 over Lockerbie, Scotland. This case also witnessed very peculiar activities on the part of the British and US intelligence

He said she was not an enemy of Libya and was protecting the Libyan Embassy in London when she died, but also insisted that the gunman remained unknown.

In a wide-ranging television interview, speaking in faltering English, he said: "You see, I know that such a thing happened. I know a policewoman was shot and killed when she was doing her duty.

"She is not an enemy to us, and we are sorry all the time and our sympathy, because she was on duty, she was there to protect the Libyan Embassy, but this is the problem that should be solved, but who did it? That is the question."

MPs dismissed Col Gaddafi's apology as "meaningless" and said it could only be taken seriously if he allowed British police to complete their investigation to find Wpc Fletcher's killer.

In the interview with Sky News, the Libyan leader also stated that:


– If Iran develops nuclear weapons it could eventually lead to the Palestinians having nuclear weapons

– President Obama deserved the Nobel Peace Prize, but it was premature and the award revealed "some sort of sycophancy"

– Libyan-British relations were never adversely affected, “even during the time of Lockerbie”.

The Daily Telegraph disclosed recently that British prosecutors were told more than two years ago that they had sufficient evidence to charge two Libyans over the death of Wpc Fletcher.

A senior lawyer carried out an independent review of the case on behalf of the Crown Prosecution Service (CPS) in which he said Matouk Mohammed Matouk and Abdulgader Mohammed Baghdadi could be charged with conspiracy to cause death.

Both men played instrumental roles in organising the shooting at the Libyan embassy in central London, the report said. However, oppositions MPs claim the review was deliberately buried.

Detectives from the Met have made at least three trips to Libya to interview suspects and witnesses. But recent attempts to get back into the country to conclude their investigation have been blocked.

"If Gaddafi has sympathy for the family of Wpc Fletcher, then he should allow the Met to return to Libya and complete their investigation to find her killer," said Tory MP Daniel Kawczynski, chairman of the all-party Libya group.

"It's no good saying sorry and then offering nothing in return. We've heard this all before – a Labour MP went out there and got compensation for the Fletcher family but Gaddafi is still impeding justice.

"He should also put an end to the crass and outrageous agreement that he made with the British Government that the killer, if found, will be tried in Libya. The only way that British justice can be served is if the killer faces trial in a British court.

"These remarks are meaningless. I think that the Fletcher family will only have solace once whoever killed Yvonne is found."

He added that he was infuriated that Col Gaddafi was prepared to do an interview with a journalist while refusing requests to meet he and other British MPs who are trying to improve diplomatic relations with Libya.

Paul McKeever, chairman of Police Federation of England and Wales, welcomed Col Gaddafi’s comments but said the Libyan leader must show further commitment to helping find Wpc Fletcher’s killer.

He said: “It’s a single step on a very long road. As leader of the country he has his hands on the levers of power and we now need him to help get the case progressing and resolve the many unanswered questions.”

Earlier this month, Pc Fletcher's mother, Queenie Fletcher, 76, said she believed the Libyan government was protecting those responsible for her daughter's death.

Referring to Matouk and Baghdadi, she told the Daily Telegraph: "It angers me that these two men have been rewarded with good jobs in the Libyan government when they should be standing trial.

"It is incredibly frustrating to learn that British police found enough evidence more than two years ago to charge two men over our daughter's death, yet nothing has been done."

Col Gaddafi, who was speaking as it emerged that a new police review of the Lockerbie bombing had been launched, also claimed that British oil companies and banks continued to do business with his country even while sanctions were in place because of the terrorist atrocity.

The interview was conducted before the Crown Office in Scotland confirmed that police would look again at some of the evidence in a bid to find the accomplices who carried out the bombing with Abdelbaset Ali Mohmed Al Megrahi.

The Libyan is the only person to have been convicted of the bombing in which 270 people died, but is now back home in Libya after being free on compassionate grounds because he is suffering from terminal prostate cancer.

Prosecutors in Scotland made clear yesterday that they remain convinced of his guilt and said there was no question of reopening the case against him.
But they revealed that police are looking at several “potential lines of inquiry”, including a review of forensic evidence.

The news received a lukewarm reception from British relatives of the Lockerbie victims, most of whom are convinced of Megrahi's innocence and believe that Iran was behind the bombing.

Dr Jim Swire, who lost his daughter Flora, said he would be "livid" if the new inquiry was "just a dodge".

He questioned the usefulness of any inquiry that began by accepting the Libyan's guilt, adding: "Until I get objective evidence that it is going to be a hard hitting and thoroughgoing inquiry I have the greatest difficulty in assuming this is good news.

"I think they are trying to have their cake and eat it. They are not going to question the verdict against Megrahi, but they are launching a new investigation."

He also said it was an "extraordinary coincidence" that the Crown Office had revealed details of the police inquiry on the day that relatives renewed their call to Gordon Brown, the Prime Minister, for a public inquiry.

Pamela Dix, whose brother Peter was killed in the bombing, gave a cautious welcome to the announcement but said it should not be used to replace a full public inquiry.

Meanwhile, ministers in Scotland say the powers of the Scottish Parliament are not wide enough to hold an inquiry with international dimensions, while David Milliband, the Foreign Secretary, insisted that it was purely a matter for the Scottish authorities.
